Like My post before, I also do not know the manufacture of this product, but if I look from the first page, I think the manufacturer is Percon (later become PSC, and now become Datalogic). Because I am not so sure bout it, I Label this post as Unknown.
It is like programmable station decoder that allowed you to modify the data before send to the host. If you know more about this product, please leave your message below.
Edit : This is Percon product, I know this after post the Percon Snapshot Manual that using this product.
